Statement on Atrocities and Violations of International Law in Sudan

Sudan has been engulfed in catastrophic armed conflict since April 15, 2023, when violent clashes erupted between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF). This power struggle has escalated into the world’s largest humanitarian crisis, displacing nearly 13 million people, one-third of Sudan's population, and resulting in over 1,50,000 deaths.

The RSF's capture of El-Fasher on October 31, 2025, after an 18-month siege, marks a devastating escalation. Yale University’s Humanitarian Research Lab determined the violence constitutes systematic ethnic cleansing of Fur, Zaghawa and Berti communities through forced displacement and summary execution, comparable to the first 24 hours of the Rwandan genocide. The RSF systematically murdered men and boys, even infants, on ethnic grounds and deliberately targeted women and girls for rape. The deliberate obstruction of humanitarian aid constitutes systematic violations of international humanitarian law. Critically, 248 flights from the United Arab Emirates transported Colombian mercenaries and military equipment, directly violating the UN arms embargo renewed by Security Council Resolution 2791 on September 12, 2025.

The Bangladesh Society of International Law (BSIL) expresses grave concern that the international legal order is deteriorating. Documented atrocities represent severe breaches of the Geneva Conventions, the Genocide Convention, the International Covenant on Civil and Political Rights, and the Convention Against Torture. Summary executions, conflict-related sexual violence, and deliberate humanitarian obstruction constitute war crimes and crimes against humanity. The continued violation of the arms embargo demonstrates deliberate disregard for international mandates. We echo the UN's call for accountability and demand all state and non-state actors cease actions that fuel these atrocities and undermine the established international legal order.
